Publication gate
- Identify a material operator decision.
- Link every current-state fact to a dated primary source.
- Separate announcement, effective, observation, verification and retirement dates.
- State plan, channel, region and rollout uncertainty.
- Record revisions and preserve linked migrations and tests.
Corrections policy
When a material fact changes, the record is revised with reason, date and downstream impact. The retained Fable test is local request-shape validation, not live provider behavior.
